The Planner, Submarine Structures is accountable for the preparation of Labour and material estimates for bid inquiries received from Babcock International. The Planner, Submarine Structures deals with complex specifications, supplied by the customer through either Particularized Maintenance Repair Specifications (PMRS) or Engineering Changes (ECs) or scope derived in execution, observations, material requirements, and scheduling issues. This position prepares all production work instructions ensuring all relevant standards are incorporated (C-23 SUB SAFE / ISO / NES / SSPS). Preparing estimates and plans requires a high level of attention to detail, accuracy, and the ability to work under tight time constraints. This role serves a key function by coordinating and controlling all work that is issued to the Production team during the project. He/she prepares estimates for work arising during the project and prepares plans that incorporate all Shipyard and customer requirements. The position is managed by and receives guidance from the Sr. Planner at Victoria Shipyards. 

Note: This position qualifies for an optional hybrid work schedule after 90 days of onsite work and onboarding. Employee will be subject to the terms of the Flexible Work Policy Agreement. 

This is a 12 Month Limited Term employment with eligible benefits and 3 weeks’ vacation. 

What you’ll do

This position’s focus is on steel, welding, hull, and structure repair of the Victoria Class Submarines. The successful candidate will communicate with Sr. Planner, Production Zone Managers, Production Coordinators, Trade Foremen, and charge-hands, to gather information required for preparing the estimates and writing plans. They will ensure compliance with the requirements of the specification, clarifies specification details, raise concerns with specification requirements, and discuss estimates with the relevant Sr. Planner prior to submission.

Externally, this role communicates with Babcock International Project Leads, On-site Management Team representatives (OSMT), Department of Defense Quality Assurance Representatives (DND QAR), Original Equipment Manufacturers (OEM’s), sub-contractors, regulatory and independent surveyors, and consultants, to solicit information required for estimate preparation and plan writing. 

The Planner, Submarine Structures communicates with the customer representatives and Project Managers throughout the bid process, after the contract is awarded, and during vessel refits to ensure clear understanding of the scope of work, and to identify other potential work arising from the project. 

The following are all tasks associated with the role:

  • Preparation of labour and material estimates for Submarine repair taskings based on accurate evaluations of customer specifications, terms, and conditions, detailed or outline specifications, drawings, sketches, pipe isometrics or following verbal instructions. This involves consulting with shipyard personnel, contractors, regulatory bodies, and trades, and applying general and specific knowledge of the work to be performed gained from past experience and analysis.
  • Ensuring all mandatory inspection points and other client requirements are captured within the estimates. 
  • Production of Manageable Tasks (MTs) and management of activities including their closure within the Planning Estimating and Production System Project software (PEPS) to support the Production Schedule.
  • Communicates with customer representatives and Project Managers throughout the estimating process, after contract award, and during vessel refit, to ensure a clear understanding of the scope of work and to identify other potential work arising from the project.
  • Carries out calculations (e.g. areas, weights, lengths, capacities, etc.) to form the basis for estimates and uses knowledge of Classification and Ship Safety Regulations to determine appropriate dimensions, materials, and equipment, if not specified.
  • With direction from a Sr. Planner or the Senior Manager Planning and Estimating, assesses scope and practicality of specifications and customer expectations by reviewing, discussing, and clarifying details, visiting vessels and incorporating specification amendments to ensure the estimate is accurate and complete.
  • Provides management with summaries for estimated labour and material and overviews of work content, including work requiring special consideration with regard to complexity, time requirements, and non-availability of products or services.
  • Maintains estimating records and files and liaise with the Procurement Team to obtain support quotes, ensuring that work can be completed on time.
  • Maintains positive relationships with customers through pre- and post-contract communication, ensuring that customers are completely satisfied.

What you’ll bring

  • Post-secondary Diploma or Degree from a recognized technical institution and or a trades ticket
  • A minimum of 5 years’ experience in the marine industry with a focus on submarine structure repair and welding. Experience with NQI welding and fabrication considered an asset.
  • Demonstration of exemplary business ethics, integrity, confidentiality, and honesty in all situations.
  • Excellent communication skills in the English language, both verbal and written, including knowledge of correct marine terminology.
  • A strong sense of customer service orientation
  • Excellent analytical, mathematical, problem solving, decision-making, negotiating, and interpersonal skills.
  • Proven ability to prepare accurate estimates. Ability to read technical drawings and interpret contract and tender documentation requirements.
  • Knowledge of applicable rules and regulations in the marine industry
  • Knowledge of safety practices and procedures
  • Knowledge of applicable SMC corporate policies and procedures
  • Familiarity with all shipyard trades and knowledge of marine equipment and systems
  • Excellent time management and works well under pressure.
  • Computer proficiency in Microsoft Word, Excel, Outlook, and the Internet

The estimated salary for this position is $94,000 - $112,800. In determining final salary, Seaspan considers many factors including the successful Candidate’s skillset and experience as well as position location and internal equity. The final base salary offer will be at the Company’s sole discretion and presented as part of a competitive total compensation package.
