$71,835.10 - $73,990.16 per annum (NEE: 21) to $78,334.85 - $80,684.89 per annum (NEE: 24) - the above rates are subject to education, experience, and/or a combination of both.

Malahat Nation represents approximately 350+ members with two reserve lands located on the western shore of Saanich Inlet, south of the village of Mill Bay, about 40-kilometres north of Victoria, British Columbia. Malahat Nation is seeking a dedicated and hard-working Housing Administrator with experience working with Indigenous communities in Housing related initiatives to join our Operations & Maintenance: Housing Department! PURPOSE: Reporting to the Director of Operations & Maintenance, the Housing Administrator will provide day-to-day administration and oversight of the Housing Department, manage the Housing team, tenant relations, and maintenance requirements of the community housing units, support the Malahat Nation Housing Committee, and uphold the policies and procedures as outlined in the Malahat Nation Housing Policy, and other Laws and policies as applicable. This position is a fulltime, permanent position, based in the office with the possibility of a hybrid working arrangement, with minimal local travel as required.

RESPONSIBILITIES:

  • In collaboration with the Director of Finance and Director of Operations & Maintenance, draft proposed updates to the Malahat Nation Housing Policy, and provide recommendations for its successful implementation, execution, and enforcement
  • In collaboration with the Director of Operations & Maintenance, assist and support in the financial and human resource management aspects of managed projects in alignment with Financial Administrative Law (FAL) and Malahat Nation law and policy
  • In collaboration with the Director of Operations & Maintenance present briefings for Malahat Chief and Council as needed
  • Assist in the hiring process for program staff in collaboration with Human Resources
  • Direct, supervise, monitor, and evaluate performance of employees and discipline where necessary in accordance with the Human Resources Policy
  • Maintain and update records related to the housing inventory at Malahat Nation, including maintenance of a capital asset registry updated regularly for outcomes of condition assessments
  • Ensure all rental agreements are up to date, assist with rental payment arrangements with tenants, including following up on overdue payment and negotiating arrears repayment agreements
  • Correspond with CMHC, United Way, Housing BC and other funders related to current and future housing programs and capital projects, assist the Director of Operations & Maintenance with funding applications and reporting
  • Work with Project Manager to submit reports and funding requests related to CMHC housing and renovation properties
  • Assist in the preparation and management of budgets related to general and seasonal upkeep of repairs and maintenance of community homes in compliance with the Finance Policy and Financial Administration Law
  • Receive requests for housing maintenance and collaborate with the Operations & Maintenance Department to coordinate work and respond to tenants, assist in planning of regular annual maintenance for all community housing
  • Assist in the long-term projection of capital housing costs and needs of the community
  • Ensure clear communication records with tenants and members are documented and filed in accordance with relevant record management policies
  • Provide professional administrative support the Housing team through proactive development and preparation of correspondence, presentations, reports, type and complete forms, letters, and/or memos as necessary
  • Maintain filing systems, either manually or electronically, related to housing administration in accordance with relevant record management policies
  • Prepare and arrange or support the delivery notices to community about Housing related matters in community
  • Provide input into the annual work plan and reporting for the Housing Department
  • Other related duties as assigned.


REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors Degree in Business Administration, Indigenous Studies, First Nation Housing Management or related field preferred; and / or an equivalent combination of education and experience
  • Two (2) or more years experience working in an office setting
  • One (1) year supervisory experience preferably in an Indigenous community
  • Criminal Record Check (CRC) required
  • Valid BC Driver’s License and reliable vehicle required


OTHER EDUCATION AND EXPERIENCE:

  • Five (5) or more years experience working in an office setting, preferably in an Indigenous community is an asset
  • Certified courses, training, or workshops completed in Housing and / or related field is an asset
  • A genuine respect for Indigenous cultures and practices, with an openness to learning and engaging with Indigenous communities is an asset


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Indigenous cultures, leadership structures, consultation/engagement strategies and the issues facing the sector with respect to housing and community support
  • Knowledge of the provision of housing principles, practices, policies and procedures to consult with community members, staff and various other governing bodies and agencies
  • Knowledge of accounting & budget, data, and administrative management practices and procedures
  • Strong organizational, analytical, and problem-solving skills
  • Cultural sensitivity in understanding and respecting the diverse backgrounds and needs of residents, promoting inclusivity, and adapting practices to create a welcoming and equitable environment
  • Time management with the ability to multitask different tasks simultaneously
  • Excellent written, oral, and interpersonal communication skills
  • Knowledge of Microsoft Office Suites programs, databases and / or related software
